摘要
秸秆在田地里焚烧,不仅污染了环境,也导致了巨大的资源浪费。本文认为,有效治理秸秆焚烧行为,应完善相关法律制度,改进执法方式;应建立秸秆综合利用补贴制度,积极扶持秸秆综合利用产业链建设。
The straw burning in the lands not only pollut es the environment,but also leads to a great wasting of resources.The paper holds that the effective governance of the straw burning behavior ought to improve the relevant legal systems,make the law-enforcement ways better,and meantime,also ought to build the straw comprehensive utilization subsidy system and actively support the construction of the straw comprehensive utilization industry chains.
