摘要
近年来,环境合作协议在跨区域环境合作治理中打破了行政区划壁垒,实现了跨区域环境治理一体化,是一种区域联防共治的有效模式。本文立足于珠三角政府间的主要环境合作协议,在对珠三角政府间环境合作协议存在的问题及原因进行分析的基础上,提出了完善我国政府间环境合作协议的建议。
In recent years,environmental cooperation agre ement is breaking the barriers of administrative divisions in cross regional environmental cooperation governance,realizes the integration of trans-regional environmental governance;it is an effective mode of regional co-defense and governance.This article based on the main intergovernmental environmental cooperation agreement of Pearl River Delta,on the basis of analyzing the current problems and the reasons of intergovernmental environmental cooperation agreement of Pearl River Delta,puts forward the perfecting suggestions of intergovernmental environmental cooperation agreement in China.
