低碳经济政策失灵的原因分析及应对措施——基于地方政府博弈的视角

Analysis of the Reasons for the Failure of Low Carbon Economic Policy and the Countermeasures:Based on the Game Theory of Local Governments

低碳经济是人类可持续发展的必然选择和当下我国经济社会发展的重要诉求。本文以地方政府博弈为视角,结合高碳化的形成机理,从央地政府之间、地方政府之间、地方政府与企业及公众等多个角度入手分析了我国低碳经济政策失灵的原因,在此基础上提出了发挥中央政府的作用、转变地方政府的政绩观、强化对地方政府的行为约束、加大技术创新的地方政策支持、调动公众参与低碳行动等应对措施。

Low-carbon economy is the inevitable choice of human sustainable development and the current important demands of the development of China's economic and social.Based on the perspective of government's game in place,from the central government,local government,local government and enterprises,between the social public the multiple perspectives analysis of the causes of low carbon economy policy failure.In view of the existing problems,and to shift from the role of the central government,local government achievement view,perfecting the constraints of local government behavior,the increase of local policy support of technological innovation and mobilize citizens participate in low carbon action put forward the countermeasures from multiple perspectives.
