公共价值:范式变迁、本土语境与实现策略

Public Values:The History Evolution,Chinese Background and Implementation Strategy

本文在将公共价值表达为PAVs(PAS,PAO)的基础上,梳理了古典公共行政、新公共管理、新公共服务特别是公共价值管理等公共行政范式下的公共价值关注及其缺失问题。面对我国公共行政理论和实践之具体语境,主张摆脱对效率、责任等价值的单一向度追求,避免多元价值冲突和价值失衡,倡导效率、责任、公平、信任与合作等核心价值并重、统一、均衡的科学公共价值集合,采取基于公共价值的行政管理工具和手段,回应并实现公众期望,不断维护和促进公共利益。就公共价值的实现而言,要以建立服务政府、责任政府、法治政府为目标,扩大公共决策中的公众参与范围,在政府、公众等主体之间建立相互信任关系。特别是在强调法律之治的同时,应从制度、体制以及行政人员等维度重建公共行政道德秩序。

Review the history of Public Administration,generally the transformation of public administration values can be summarized as:Efficiency value-social justice and Democracy-enterprise value,efficiency value-the public interest,the value of democracy.Based on the context of our country,we advocate the Public Administration Values include efficiency,fairness,responsibility,trust and cooperation,Instead of the way to pursuit efficiency or responsibility singularly.Based on the needs of citizens,we must realize the expectations of citizens and take the public value management tool to creating public values,meanwhile,try to promote the public interest.We need to get service government,responsible government,and government by law as the goal,expand the citizens' participation in public decision-making and enhance mutual trust through dialogue and other forms of communication.Specially,we should pay attention to the system of morality outside the law,reconstruction the moral order of Public Administration.
