以"政治——行政"二分、科学管理理论和官僚制为基石的现代公共行政构建了以工具理性为主导的一整套价值和思维体系。在此基础上生成的现代公共行政伦理出现的异化,不仅无法为公共行政实践提供必要的价值指导,更可能为"行政之恶"辩护。本文在对现代公共行政伦理进行反思的基础上,借助后现代主义的启示,对现代公共行政伦理的重构进行了解读。

Modern public administration,which is constructed based on the separation of politic and administration,on scientific management and on bureaucracy,developed a set of value system and thinking pattern that dominated by'instrumental rationality'.On the basis of this, modern public administration ethics Not only cannot give necessary value guidance for public administration practice,but also unable to defend the 'administrative evil'.Therefore,this paper attempts to use postmodern methods and perspectives to contribute to the reflection and reconstruction of public administration ethics.
