公共服务事项下放后基层承接能力研究——以成都市龙泉驿区为例

On the Grass roots' Bearing Capacity after the Devolution of Public Service Items——Taking Longquanyi District of Chengdu as an Example

公共服务事项下放后,基层尤其是乡镇(街道)、村(社区)能否具备承接能力,是"放管服"改革成败的关键所在,关系到改革的落地落实,关系到人民群众享受改革成果的获得感、幸福感、满意度。本文以成都市龙泉驿区为例,分析了基层在政策执行中遇到的难题和原因,从优化政府现代治理体系和提升基层干部现代治理能力两个维度,提出了破解基层承接公共服务事项下放难题的建议。

whether grass-roots especially the townships and sub district communities are equipped with bearing capacity after the public service items are devolved is the crucial issue of 'decentralization,integration of management,and optimization of service'.It has a close bearing on the failure and success on reform,on the effective implement on reform,and on the sense of reward,happiness and satisfaction that the masses enjoy the fruit of reform.The paper takes the case of Longquanyi,Chengdu as example,and has an analysis of the difficult problem and its causes that grass-roots encounter when they execute the policies.Furthermore,it propounds a suggestion of addressing the troubled problem that grass-roots undertake the bearing capacity of the devolution of public service from the double perspectives:improving government’s contemporary governance ability and enhancing the contemporary administrative power of grass-roots cadre team.
