乡村振兴战略背景下乡村文化振兴协同治理探析——基于广西贺州的思考

On Coordinated Governance of Rural Cultural Revitalization Under the Background of Rural Revitalization Strategy——Thinking Based on Hezhou City of Guangxi Province

在实施乡村振兴战略的背景下,加强乡村文化振兴协同治理,能够满足广大农民群众对美好生活的需要,是乡村全面振兴的铸魂工程,是凝心聚力、坚定文化自信的重要支撑。目前,广西贺州乡村文化振兴协同治理取得了一定的成绩,但仍面临意识不强、效果不佳、经费不足、环境不优和人才缺乏等现实困境。因此,应创新乡村文化振兴价值导向机制,凝聚乡村文化振兴协同治理思想共识;创新乡村文化振兴组织管理机制,强化乡村文化振兴协同治理领导保障;完善乡村文化振兴投入保障机制,强化乡村文化振兴协同治理财政保障;完善乡村文化振兴资金筹措机制,创新乡村文化振兴协同治理参与模式,等等,以期推进乡村文化振兴协同治理。

Under the background of implementing the strategy of rural revitalization,strengthening the cooperative governance of rural cultural revitalization can meet the needs of peasants for a better life,is the soul-casting project of rural comprehensive revitalization,and is an important support for cohesion and cultural self-confidence.At present,the cooperative governance of rural cultural revitalization in Hezhou,Guangxi has made some achievements,but it still faces some practical difficulties,such as weak awareness,poor results,insufficient funds,poor environment and lack of talents.Therefore,we should innovate the value-oriented mechanism for the revitalization of rural culture,condense the common understanding of the idea of coordinated governance for the revitalization of rural culture,innovate the organizational management mechanism for the revitalization of rural culture,strengthen the leadership guarantee for the cooperative governance for the revitalization of rural culture,improve the investment guarantee mechanism for the revitalization of rural culture,strengthen the financial guarantee for the cooperative governance for the revitalization of rural culture,improve the financing mechanism for the revitalization of rural culture,and create a new Participation model of collaborative governance in the revitalization of new rural culture,etc.,in order to promote the collaborative governance of rural cultural revitalization.
