公共政策作为既定法律框架下有效解决问题的制度规范,与社会主义核心价值观在价值理念和目标追求上必须保持高度一致,因为其在社会主义核心价值观践行中具有不可替代的优势和作用。因此,应在社会主义核心价值观引领下制定和执行良好的经济、社会和文化政策,而完善公共政策制定的正当程序和监督制约机制及公共政策实施保障体系,是实现社会主义核心价值观从情感认同向个体思维和行为习惯转化的基本路径。

As a norm of effective problem solving under the established legal framework,public policy is highly consistent with socialist core values in the value idea and the goal pursuit,and it has irreplaceable advantages and functions in the process of cultivating socialist core values.Therefore,to form good economic,social,and cultural policies that reflect and adapt the socialist core values,and thus to establish a complete set of due process of policy formulation,the supervision and restriction mechanism,and the public policy implementation guarantee system,which is the basic route to realize the transformation of socialist core values from emotional identity to individual thinking and behavioral habits.
