摘要
'痕迹主义'的滋生蔓延造成了多方面的社会危害,引起了实务界和理论界的广泛关注。基层'痕迹主义'主要表现为被考核单位的'虚假造痕'和'作秀抓痕'以及考核单位的'事事求痕'和'单纯看痕'。'痕迹主义'产生的直接原因来自部分基层干部的假作为、懒作为、不作为,但其根本原因则是由于上级部门监督考核制度设计与方式方法不科学。基于公共组织绩效管理视角治理基层'痕迹主义',需要统筹使用结果考评法与行为考评法,通过设计科学考核指标体系、进行差异化考核评价、深入实地开展调查研究等举措,全面准确地衡量基层干部的工作结果与工作行为,最大程度地激发基层干部的积极性、主动性、创造性,让基层干部把更多时间用在抓工作落实上。
The breeding and spreading of tracerism has caused many social hazards,which has attracted wide attention from both the practical and theoretical circles.Grass-roots'tracerism'is mainly manifested in the'false traces'and'show scratches'of the units being assessed,as well as the'seeking traces from facts'and'simply looking at traces'of the units being assessed.The direct cause of'tracerism'comes from some grass-roots cadres’falsehood,laziness and inaction,but the fundamental reason is that the supervisory and assessment system design and methods of higher departments are unscientific.Governing grass-roots'tracerism'from the perspective of performance management of public organizations needs to make overall use of the results evaluation method and behavior evaluation method.Through designing scientific evaluation index system,conducting differentiated evaluation and conducting in-depth field investigation and research,the work results and work behavior of grass-roots cadres can be measured comprehensively and accurately.To stimulate the initiative,initiative and creativity of grass-roots cadres to the greatest extent,so that grass-roots cadres can spend more time on the implementation of their work.
