城市社区公共服务和社会管理专项资金使用问题初探——基于成都市Q区的实证研究

On the Current Situation,Problems and Countermeasures of the Use of Urban Community Public Service and Social Management Special Funds——An Empirical Study on Q District in Chengdu

城市社区公共服务和社会管理专项资金的使用在提升居民自治意识、提高社区公共服务和社会管理工作水平等方面起到了积极的作用,但也出现了申报审批程序繁琐、资金使用迟缓等问题。本文在整理相关文献、掌握国内公服资金使用情况的基础上,选取成都市Q区为调研对象,通过走访、座谈、沙龙研讨等方式,了解Q区公服资金使用情况。在肯定Q区公服资金在社区治理中发挥了积极作用的同时,提出相关建议,以期为推进基层社会治理体系和治理能力现代化提供有价值的参考。

Urban community public service and social management special funds have played an active role in raising residents’sense of self-government and improving the level of community public services and social management.But there are also some issues such as cumbersome procedures for funding approval and sluggish use of funds.On the basis of collating relevant literature and understanding the use of domestic public service funds,this paper selects communities in Q District of Chengdu as a research case,and finds out the use of public service funds in Q District through interviews,seminars and seminars.While affirming that the public service funds in Q District played an active role in community development and governance,several suggestions are made:First,both the city and the district continue to increase the financial quota;second,the settlement fund processing mechanism is going to be established;third,funds are to be raised in diversified ways from innovative ideas;fourth,the use of procedures is to be further optimized by categorized policies;fifth,the resources should be integrated and classified to improve audit efficiency;sixth,social workers organizations are to be introduced to discover capable talents and strengthen the community self-organization.
