数字政府演化进路及其驱动模式分析

On Evolutionary Approach and Driving Model of Digital Government

当前,全球范围内政府数字化转型的步伐正在加快,各类新兴技术不断刷新着政府与用户之间的互动方式,数字政府已成为一种遵循'业务数据化,数据业务化'的新型政府运行模式。本文分析了数字政府的理论与实践基础以及数字政府评价模型的演进过程,并在讨论Gartner、 Accenture和早稻田大学等数字政府成熟度模型的基础上构建了一个基于数据驱动的数字政府架构体系,以期对加快推进政府数字化转型发展有所裨益。

At present,the pace of government digital transformation is accelerating worldwide,and various emerging technologies are constantly refreshing the way of interaction between government,enterprises and the public.Digital government has become a new mode of government operation that follows the principle of'business data,data business'.This paper analyzes the connotation,theoretical and practical basis of digital government,and the evolution process of digital government evaluation model.On the basis of discussing the digital government maturity model of Gartener,Accenture and government,we build a data driven digital government structure system,with a view to accelerate the development of digital transformation of government.
