SARS危机在我国卫生事业领域带来的影响及其应对策略初探

Preliminary exploration of SARS crisis' influence in our internal health service field and its emergency measures

今年上半年,短短数月间,SARS危机便从初始的单一、区域性的公共卫生突发事件发展成为以公共卫生为核心的复合型危机,SARS危机不仅仅是中国国内的危机,它更是全球性的公共卫生危机。SARS暴露了近年来我国公共卫生领域存在的缺陷与不足,给我国的医疗卫生事业带来了很大的影响和冲击。投入不足、管理不善、体制落后、软硬件缺失等等问题的存在,需要我们尽快找到医疗卫生系统的症结所在,完善甚至重建公共卫生体系,进一步深化卫生体制改革。本文试着从卫生事业管理的宏观角度,论述了SARS危机给我国卫生事业带来的影响及其应对策略。

In the spring of 2003, SARS crisis developed from the beginning abrupt public health accident with the single, regional quality into a compounded one centered with the public health just in a few months. It is not only the crisis in China, but also a global public health crisis. SARS has exposed the deficiency and paucity that existed in our public health field in recent years, which gave great impacts in our medical & health field. Many problems existed, such as insufficient investment, poor management, backward system, imperfections of hardware and software and thus they require us to find the main reason as soon as possible, to perfect and even rebuild the public health system, and make deeper reform of it. This paper tries to discuss the influence that SARS crisis gives to our internal health service and the emergency measures from the macroscopic point of the management of the health service administration.
