电子政务工程是一项复杂的系统工程,持续时间长,涉及方面多,而且实施过程中往往会遇到棘手或预想不到的阻力。作为全局性和长远性的电子政务建设必须制定清晰、完整并符合电子政务发展规律和切合国情实际的战略规划,学会具体实践中甄别与筛选电子政务发展模式。如何积极稳妥地实施与推进的问题,关系到电子政务能否促进政府尽快转变职能,也影响整个社会电子商务应用的推进速度。

Electronic Administration is one complicated system project and often meets a lot of sticky and unexpected resistances in the cause of execution because it last long time and involve in many fields. In a view of its long-term integrity, the strategic plan that will fit in with its developing regularity and Chinese practice, must be clear worked out in the way of solidity so that we distinguish and select the development mode for execution and promotion, which will be related to the government function transition as well as the whole developing speed of electronic business/commercial.
