乡镇企业的发展差距是造成东、西部地区农村经济巨大差异的主要因素,为了实现西部地区乡镇企业的快速、健康发展,必须对西部地区农村社会经济系统进行全方位改革,为此本文提出了改革地方行政体制、实行向个人适当倾斜的国民财富分配制度、建立多层次教育体系等八项措施。

The main reason of the huge gap between the rural economy of the e astern and western of China is the differences of the development of Township-vi llage enterprises. In order to realize the rapid and healthy development, we mus t do the Reformation in all Fields of the social and economical system in Wester n rural area of China.
