战后中国对东北地区日本侨民的安置和遣返——近现代中国政府和人民妥善处理中日历史遗留问题的一个范例

从1946年4月到1953年9月的8年里,中国政府和人民在战后经济困难,百废待举的严峻形势下,不惜一切代价,认真履行国际义务,将东北地区的150多万日本侨民平安遣送回日本。在整个遣返过程中,中国人民对日本侨民始终体现着宽厚仁爱,讲究人道,尊重人权的崇高精神,向全世界展示了中华民族的正义、慷慨、宽容、谦和的伟大品格。同时,遣返日侨使长期存在于中日两国之间的日本在中国东北的侵略性移民问题得以妥善处理,为战后中日两国重建睦邻友好关系,实现东亚和平奠定了坚实的基础。

In the eight years from April 1946 to September 1953, the Chinese government and people seriously fulfilled their international obligation at all costs and safely repatriated 1.5 million of the Japanese nationals in Northeast China though China was then facing a very crucial situation of economic difficulty and construction. During the entire process, Chinese people were very kind and human to the Japanese nationals and paid great respect to their human rights, revealing Chinese people's great moral characters of justice, generosity, tolerance, modesty and amiability. This brought to and end the long-existing problem of Japan's invading emigration to Northeast China, which laid a firm foundation for the two nations to re-establish their neighborly friendship and bring East Asia into peace.
