本文认为,改革由初始突破阶段进入深层配套阶段以后,面临着改革的艰巨性与体制转换迫切性的尖锐矛盾。改革的艰巨性,不仅表现在改革受到有形的“硬约束”,而且表现在改革受到方方面面的“无形约束”。这两方面决定了改革的艰巨性和复杂性。但在体制转换阶段,未来的发展压力和一系列现实的社会经济矛盾迫切要求加快新的体制过渡,建立起新体制的初始框架。在这背景下,新一轮的改革必须在目标、方向和策略上作出重大调整。

This thesis says that the reform is facing the sharp contradiction ofthe reform's arduousness and the system turn's urgency after the break- through period of the initial stage into the deep serialized period.Thereform's arduousness shows not only its visible‘hard restriction's butalso its various’invisible restrictions'.These-two sides make its arduou-uness and complexity.In the system turn period,hoever,the pressure inthe future development and the real social economic contradiction in seriestrgently require to quicken the transition to the new system,and the in-itial structure will be set up.Under the landscape,the new reform musthave an important adjustment in the target,direction and strategy,
