On the Relation between Administration Readjustment and Deepened Reform

本文认为治理经济环境,整顿经济秩序,全面深化改革,是一个完整的不可分割的方针。这个方针中的内容是相互规定、互相渗透,你中有我,我中有你,相辅相成的。贯彻这个方针所遭到的一个突出矛盾是“紧缩”和“滑坡”。“滑坡”有三个标志:一是物价持续上涨的同时生产大幅度下降;二是有效供应严重不足;三是财政赤字严重。解决这一对矛盾的关键在于调整经济结构,正确处理加强宏观管理同搞活经济的关系。当前既必须克服在经济发展和改革中急于求成的思想,也必须克服在治理、整顿过程中的急于求成思想,还必须防止向旧体制的复归。治理经济环境,整顿经济秩序,落脚点是要全面深化改革,决不能倒退。

This article says that it is a complete policy to administer the econ-omic environment,to readjust the economic order and to deepen the reformin all fields.The contents of it formulate,permeat and depend on eachother.A striking contradiction of carrying out the policy means“cuttingdown the expenses”and“slides on economics.”The slides on economics”have three marks on them.One is that the production falls down widel-while the commodity prices go up contimlously,the other is serious shor-tage of the effective supply;the third is really serious financial deficit.The only answer of resolving the contradiction is to readjust the economicstr ucture and to correctly handle the relation between strengening macromanagement and naking the economic work vividly.At the present time,both in the economic developement and reform and in the process of admi-nistration and readjustion,the quick-tempered ideas must be overcome,at same time,the restoration of the old system must be prevented.Toadminister the economic environment and to readjust the economic order,the point is that the reform should be deepened in all fields,but neverbe retrogressed.
