本文认为:违纪是一个十分复杂的社会现象和经济现象。经济秩序劣化,集团私利强化,财政分配软化,宏观监控弱化,是违纪的外部原因;法制不健全,制度“老化”,有法不依是违纪的表层原因;对改革开放的观念错位,目的变形,是违纪的内部原因即第一推动力。违纪本质上是国民收入分配中无政府状态的一种表现,治理违纪就是整顿国民收入的分配秩序。将治理违纪纳入“治理经济环境,整顿经济秩序,全面深化改革”的总体布署中进行综合治理,是最有效的选择。
