乡镇企业倒闭对农村经济的冲击及思考

Shocks and Thoughts of Bankruptcies of Rural Enterprises in Rural Economy

本文认为,农村改革10年以来,乡镇企业已经成为农村经济的重要组成部份。目前,乡镇企业普遍面临危机,有不少的已濒临倒闭或已经倒闭。文章阐述了由此将对国家税收和县乡财政收入、农村金融信贷、农村产生结构调整、农民经济收入和生活水平、农民发展商品经济心理等方面产生巨大冲击。提出,面对乡镇企业的危急形势,若任其自生自灭,必将使农村经济的发展受到严重阻碍。正确的做法应是,坚决把乡镇企业过热的发展速度压下来,限劣扶优,有压有保,积极引导和支持乡镇企业兴利除弊、改善经营、提高效益,使它们中的绝大多数摆脱困境、渡难关、重新崛起。作者抓住治理、整顿中对乡镇企业具有现实意义的六个问题进行分析,提出了一些好的想法,值得各级领导认真思考。

The thesis says that since the decade of reforms in the countr-yside,the rural enterpises have been an important formed part inthe rural (?)conomy.At present,rural enterprises faces the crisis com-monly.Some of them almost bankrupt or have bankrupred.It will prod-uce great shocks to the fields of the national taxation,the financi-al income of the counties and townships,the rural finaneial credits,the adjustments of the rural industrial structure,the farmers,eco-nomic income and living level and the farmers'psychogy of develop-ing commodity economy,and so on.It puts forward that it must make the development of the rurad economy have serious hind-rance if rural enterprises run their course,facing their serious situa-tion.The correct way should be that the overheaed developing speedof the rural enterprises must firmly be pressed,to limit the worseand help the beffer,to press some and proteef some.Actively lead andsupport the rural enterprises to promote what is beneficial and abo-lish what is harmful,to vimprove the business ways and heighten thebenefits,and let most of them extricate themseves from the predica-ments,tide over the difficulties and rise abruptly again.The authoranalysises six questions with partical significance to the rural en-terprises in the improvement and rectification and puts forwardsome views,which is well worth considering of the leaders at everylevel.
