文章认为,我国在经济体制改革中引入市场机制,搞活微观经济,促进竞争性市场体系发育的同时,应建立国家调节市场的机制和功能。认为,在非理想状态的经济环境中,市场机制的功能缺陷所产生的消极作用会直接影响社会经济的稳定。在选择国家调节市场的目标模式上,文章比较了国家模拟市场机制和国家运用经济政策与经济参数调节市场的两种目标模式,并对目标模式的基本结构和运行方式进行了分析,最后提出了建立国家调节市场目标模式的基本途径。
