自然垄断行业民营化改革的若干问题

自然垄断行业向民营化的转轨 ,不仅是由过去政府的单投入变为政府、社会多元投入 ,而且也是市场与管制、企业内部环境与外部环境的博弈。本文分析了我国自然垄断行业的弊端 ,提出民营化的解决思路。并深入分析自然垄断行业民营化“招标”和“定价”两大关键问题。同时就相关配套设施的建设提出了一些看法。

The transition from natural monopolistic industries to privatization is not only from single government input to government-society multiple input, but also is a game between market and regulation, internal environment and external environment of the enterprises. This paper analyzes the drawbacks of natural monopolistic industries and suggests to solve them through privatization. It also analyzes two critical issues in privatization of natural monopolistic industries in depth: 'invitation of public bidding' and 'pricing'. In the meanwhile, the authors put forward some suggestions on the construction of corresponding infrastructure.
