摘要
十六大报告中指出 :“发展小城镇要以现有的县城和有条件的建制镇为基础 ,科学规划 ,合理布局 ,同发展乡镇企业和农村服务业结合起来。”乡镇企业在小城镇发展中起着独特的作用 ,但因其自身存在的问题导致对小城镇的发展所起的作用是有限的。我们要采取有效措施克服乡镇企业的局限性 ,以乡镇企业的发展促进我国城镇化进程。
As the report of the 16th NPC points out:“Developing small towns should base on the county towns and towns with better conditions,to plan scientifically and rationally distribute,together with the development of township business and the service in the country.”Township businesses play a special role in the development of small town.But because of the problems of themselves,the role which township businesses play is limited.We must do something to overcome their limitations,so that the development of township businesses will promote the town proceeding in our counry.
