The rising of probing into the western administrative ethics is promoted by the change of administrative value,the outer pressure of public response and inner pressure of the administrators'artonomous ethics.The western administrative athics has experienced four periods:been ignored,sprouting,challenging the tradition and nomalization.In each period,the rearch of the western administrative ethics has a different subject.These rearch subjects together make the foundation stone of the western administrative ethics.
