行政自由裁量权的合理行使,塑造政府良好形象,关系到民心的凝聚、政府目标的实现;关系到社会持续、稳定和健康的发展。好的政府形象是政府实现既定目标时可资利用的重要资源,是减少管理阻力、提高行政效率、降低运行成本的取之不尽的源泉。通过行政自由裁量权的合理行使,塑造政府法治、民主、公正、效能、信誉、亲和形象。

Proper execution of the power of free administrative discretion and creation of the government image have a great deal to do with the cohesion of the will of the people; attainment of the government's goal; and (sustainable), stable and healthy development of society. A fine government image not only serves as an important (resource) for realizing the set objective but also an unexhaustible source for lessening the resistance to administration; improving the efficiency of administration; and reducing the cost of execution . Through the proper execution of the power of free administrative discretion, the government image can be created in such aspects as constitutionality, democracy, justice, efficiency, reputation and harmony.
