摘要
地方自治是以民主为导向,以处理国家权力和地方权力关系为内容的国家制度。深化对地方自治的研究和认识,对于推进我国政治体制改革,调整中央与地方关系,具有重要的意义。
Local autonomy is a state system for handling state and local rights under the guidance of democracy. This paper focuses on the connotation and elementary characters of local autonomy. It argues that local autonomy is a practical alternative to the development of China's local government.
