公安机关必须充分发挥职能作用 ,坚持发展是第一要务的思想 ,努力创造优良的服务环境 ;坚持稳定压倒一切的方针 ,创造良好的安全环境 ;坚持服务市场经济的思路 ,创造一流的信用环境。

Public security organs are required to give full play to their functions, sticking to the idea of 'development is the first task' in order to create a preferable service environment; holding to the guideline of 'stability is above all others' so as to create a good social environment; keeping at the idea of serving market economy in order to produce a reliable credit environment.
