This paper offers an account of Mr. Gao Han-zhong's paper 'On the Next Generation Network' published in 'Tele-communication Science (2003.Ⅱ)'. A further exposition of the cause of the foamy phenomenon in tele-communication and its level as well as its difficulties, so that readers can have a clearer understanding of the concept of network of the next generation.
