依靠农民力量 创新农民组织 实现农村的可持续发展——参与式方法创办农民协会发展农村经济调研报告

Achieving Sustainable Rural Development by Mobilizing Farmers' Potence and Innovation in Farmers Organization ——Investigation Report on Participatory Peasant Association to Rural Economy

通过对安徽省霍山县桃源河乡创办农民协会两年来的实践情况调查,作者认为,农民创办协会,是我国全面推进小康社会建设,加快农村经济结构调整和发展步伐的必然要求,符合客观经济规律。虽然农民创办的协会目前处于起步阶段,但其中反映出来的一些重大体制和机制问题,如法律地位、与基层政府和村委会的关系、农民权利等,值得相关政府部门思考。

From two years field study in peasant association in taoyuanhe township, huoshan county, anhui province, author come to a conclusion that peasant association is a necessity to advance well-off society construction and fasten the rural economic structure adjustment. Though the peasant association is just on its underway, we still can many problems concerning system and mechanism, such as the association's legal situation and relationship to village and basic-level government.
