现行建筑工程招标投标存在的问题剖析

Analysis on the Issues of Public Bidding and Entering a Bid of Current Construction Projects

针对现行建筑工程招标投标实践活动的不规范行为 ,提出了招标投标过程中存在的几种主要问题 :资格预审存在倾向性和排斥性 ;肢解发包工程 ;建设成本价无法确定 ;不平衡报价未予澄清 ;违反《招标投标法》现象普遍 ;质疑程序和方法不完善 .分析了出现上述问题的主要原因 。

Concerning with the irregular operations in the inviting bidding and bidding practice of the current construction projects, issues as the orientation and repellent in the qualification prejudication, the dismembered package projects, the uncertainty about the construction expense, the unclassified imbalanced quoted price, the large amount of cases which are against the Law of Inviting Bidding and Bidding, the imperfect formula and methods of the query procedure are concentrated. The reasons for the above problems are pointed and for which the resolutions are put forward.
