摘要
运用一般逻辑分析方法论证人力资本潜能的充分发挥与制度环境之间的依存关系,阐明人力资本产权特征是使用权与人力资本承载者个人天然不可分割而内在具有完备产权,这是构建人力资本积累制度框架的约束前提.认为在人力资本积累制度环境营造的主要方面是内部组织结构安排和外部社会规则完善.强调指出在中国建立与现代市场经济相适应的人力资本积累制度是必然的理性选择.
The purpose of the the study is that the system environment construction plays a role of importance to make use of latent energy of manpower capital. By using the general analytics of structuring frame of the theory from hypothetical premise,it is clarified that the inherent complete property rights of manpower capital are the restrictive premise to structure system frame of manpower capital accumulation because right of use and man of bearing manpower capital are not naturally cut apart. And the principal aspect of system environment construction of manpower capital is arrangements of the internal organizational framework and perfection of the external social regulation. So,it is pointed out emphatically that forming system of manpower capital accumulation corresponding to the modern market economy is the inevitable ration selection.
