The purpose of the the study is that the system environment construction plays a role of importance to make use of latent energy of manpower capital. By using the general analytics of structuring frame of the theory from hypothetical premise,it is clarified that the inherent complete property rights of manpower capital are the restrictive premise to structure system frame of manpower capital accumulation because right of use and man of bearing manpower capital are not naturally cut apart. And the principal aspect of system environment construction of manpower capital is arrangements of the internal organizational framework and perfection of the external social regulation.
