在我国社会主义市场经济条件下,国家财政是由公共财政和国有资本财政这两种有着各自特征的财政类型所共同组成的。我国国有资本存在具有合理性。而一部分国有资本在客观上分布于我国市场经济的竞争性领域之内,必然需要有国有资本财政来对竞争性国有经济进行宏观价值管理。

The national finance, on the condition of our socialist market economy, is composed of public finance and national capital finance that have their own features.It' s rational for the national capital finance to exist, for it is applied to macrocontrol the competitive national economy, with parts of the national assets distributing among the competitive fields in our market economy.
