Harmonize of trade and environment——a survey of internalization of environmental costs

随着环境保护日益受到重视,贸易与环境之间的冲突引起了国际广泛的关注。贸易发展与环境保护之所以发生冲突,其深层次原因是环境成本外部化造成了产品价格的扭曲和市场的失灵,纠正外部性的最好办法是实施环境成本内部化。但在现实操作中,环境成本内部化仍面临一系列问题,诸如环境保护政策制定的阻力、各国不同的产业政策以及发展中国家如何承担环境成本内部化带来的高额成本等,这些都需要国际社会的共同合作来解决。

With environmental protection being taken serious increasingly, the conflict trade and environment has been drawn attention to all over the world . The basic reason why trade and environment are conflict with each other is internalization of environment costs, and the best way of resolving this problem is carrying out internalization of environment costs. Under this condition, trade has no effect on environment and it is necessary to make trade barriers for protecting environment.
