自然灾害若达到一定烈度,除了造成人口死亡、田园毁损之外,还会引发各种社会问题。当生命也因饥荒受到严重危胁的死亡关头,灾民会做出道德失范、破坏正常社会秩序的越轨行为。湖南历史上因灾荒引发的农民造反或民变不胜枚举。这些暴烈行为对社会生产力和道德规范都会产生巨大的破坏力和冲击力。

Severe natural disasters would result in social riot apart from death of the victims and ruin of their homes and farmlands . When their lives were threatened , the victims would not abserve the norm of morality and would even do harm to social stability and security, and rebellion their frequently broke out in the history of Hunan. These violent acts did much damage to and had a tremendous impact on productive force and social marality.
