形成全民学习、终身学习的学习型社会,促进人的全面发展是全面建设小康社会的目标之一。高等教育的大众化趋势,高等学校丰富的知识和人力资源、发达的信息知识传播条件使高等学校在建构学习型社会中具有不可替代的作用。在建构建立学习型社会的过程中,高等学校应解放思想、深化改革,发挥其示范作用、先导作用和前沿作用。

One of the goals of the construction of a better-off society in an all-round way is to create a study-oriented atmosphere throughout one's life in the society. In this course, institutions of higher learning play a leading role because they tend to be popularized and enjoy rich resources of knowledge and manpower and advanced communication system. In this sense, the institutions must liberate the mind, deepen the reform and fulfill the duties of example and pioneer.
