Structural Reorientation:China's New International Strategy of Rising Peacefully as a Powerful State

本文结合党的十六大报告回顾了 14年来中国外交取得的光辉成就 ,探讨了中国外交的基本风格和基本经验。作者认为 ,紧紧围绕国际环境的重大变化 ,中国最终确立了自己“温和而坚定”的国家形象 ,“和平崛起”的外交战略呼之欲出 ,其过程虽然坎坷 。

Since the 1990s Chinese foreign policy has undergone enormous changes,presenting a positive picture to the world.The 16th National CPC Congress has reconfirmed the guiding principle of“keeping pace with the times”in its analysis of international relations and Chinese foreign policy.This essay,by reviewing the historical stages China has undergone in its foreign affairs over the past fourteen years,summarizes China's great experience in eight respects,and also sheds light on the principles guiding foreign affairs work for the new era.While exploring the style and characteristics of Chinese foreign policy,the essay argues that China has successfully established an international image of“moderate in means but firm in principles,”by which it seeks a new international strategy to rise peacefully as a powerful state in the world.
