摘要
为解决复杂的卫星研制任务中资源分配的现实问题,提出建立卫星研制任务的两层资源分配数学模型:主管部门在各用户部门之间分配有限的资源;用户部门根据主管部门分配的资源在研制部门中选择实施的项目。该模型考虑了资源分配的效益及公平性,还应根据卫星研制的实际情况,考虑信息不对称问题、资源配置效率问题以及多层多目标决策问题,从而将有限资源在若干用户和研制部门间合理分配,以求总体最优或达到满意效果,为资源分配决策提供依据,并给出了该模型的应用算例。
Limited resources mean that resource allocation is an important problem in the planning of satellite R&D missions in China. This paper describes a two-level resource allocation model where scarce resources are allocated by the governmental entities to various customers, with the customers then choosing which R&D projects to conduct using the resource they receive. The model addresses the concerns of equity and efficiency to reasonably allocate resources with maximum efficiency as a decision-making model for resource allocation of limited resources. An example illustrates how to consider the importance of information asymmetry, resource allocation efficiency, and multi-level decision-making with multiple objectives in satellite R&D planning.
