摘要
针对我国水资源的实际情况,基于水资源管理的制度创新、体制创新和机制创新,对水资源的保护和利用问题进行研究和探讨,提出水资源保护和利用的战略发展对策.制度创新就是指水权制度的创新;体制创新要体现水资源的自然属性和商品属性,要引入市场机制,实行水资源统一管理;机制创新就要实行水资源产业化管理和水价政策改革.
In view of the present situation of water resources of China, some problems related to water resources protection and utilization are discussed based on the innovation of the institution, system and mechanism of water resources management, and some strategies for further development are put forward. The so called institution innovation refers to the reformation of the water ownership; the system innovation is to reflect the natural attribute and commercial attribute of water resources, to introduce the market mechanism, and to implement the centralized management of water resources; and the mechanism innovation is to carry out industrialized management of water resources and reform the water price policy.
