摘要
中国古代国家管理思想的发展一般认为从礼治开始,经过法治,然后到汉代有了比较成熟的"德主刑辅"这样一个过程。汉代的"德主刑辅"影响是深远的。而事实上,春秋初期的管仲提出并实践的礼法并重,是从礼治到法治的一个关键环节,更是"德主刑辅"的基本源头。
The ancient Chinese national administration thought experienced a process from rule by rites, to rule by law and then to rule mainly by virtue with penalty as assistance. The influence of rule mainly by virtue with penalty as assistance in Han Dynasty was very powerful. And in fact, Guan Zhong advocated and practiced rule by both rites and law in the spring and autumn period. This is the key point from rule by rites to rule by law, and is also the origin of rule mainly by virtue with penalty as assistance.
