我国开展气候观测和资料获取系统建设的战略性思考

Study on the Construction of Chinese Climate Monitoring and Data Acquiring System

开展气候观测和资料获取系统建设需要实施综合的气候系统观测。气候变化的全球性,也决定了我国必须在全球气候观测系统的框架下开展气候观测和资料获取系统建设。我国气候系统的各个观测网和资料系统分别由多个部门建设和运行,不能适应开展综合气候系统观测的要求。本文给出了我国在开展气候观测和资料获取系统建设中的对策措施。

The development of Chinese climate monitoring and data acquiring system should implement the comprehensive climate observation system. Climate change is a global problem, which determines to implement the construction of the system in accordance with the framework of Global Climate Observation System. All sorts of observational networks and data systems on climate system are constructed and run by many departments, which can not adapt to and meet the requirement of carrying out comprehensive climate observation. Some policy measures concerning the development of Chinese climate monitoring and data acquiring system are offered.
