乱砍滥伐林木现象发生的根本原因在于林木采伐缺少一个既切实有效又简单可行的监督管理办法。实行林木采伐公示制度是深化林业制度改革实践中探索和总结出来的经验,是避免山林权属争议、制止乱砍滥伐林木案件发生的有效措施;同时探讨了珍贵树木、古树名木采挖、迁移措施,提出了林地管理中正确处理好耕地和林地的关系、突出森林是陆地生态系统的主体地位、尊重农民的知情权、保障农民的土地产权等新思路。

The root cause of wanton felling of trees is lack of effective and simple inspection methods. Going public of felling plan could avoid dispute of forest ownership and wanton felling of trees. Meantime, inquiry was made into countermeasures for transplanting precious and ancient trees.
