把提高人民生活水平作为根本出发点是由社会主义的根本任务与本质决定的,是实现共产党的宗旨和落实"三个代表"的要求,也是从苏联解体、东欧易帜的沉痛教训中得出的宝贵经验。同时,深化改革、扩大内需亦迫切需要进一步提高人民生活水平。通过改善生活、扩大就业、社会保障三管齐下,可以切实提高广大人民群众的生活水平。

It is determined by the basic task and essence of the socialism to improve people's standard of living as the fundamental starting point. It is also required by the goal of the Communist Party of China and the 'Three-Represents'. It is the lessons got from the disintegration of the Soviet Union and the sudden change of the eastern Europe. Meanwhile, to deepen the reform and enlarge the domestic demands is a must to improve the people's standard of living. Only when the life quality, employment and social welfare are improved can we improve the people's standard of living significantly.
