WTO是一套经济和市场运作的游戏规则 ,但从其文化理念上来说 ,它是世界先进法律文化的集中体现 ,其鲜明的特点包括平等、法治、诚信、透明和开放、竞争和创新等内涵。云南边疆少数民族地区文化传统与其有相当的差距 ,中国加入WTO ,给云南边疆少数民族地区的法治化进程带来新的机遇和挑战。只有法制工作和法律服务积极介入和引导少数民族地区文化建设 ,才能使边疆各兄弟民族在文化上产生认同感 ,从而做到边疆民族地区改革、发展、稳定协调一致。

WTO is a rule of game on economy and market operation. From the cultural point of view, it is the centralized embodiment of the advanced legal culture. It has some distinct features, including equality, running by law, honest and credit, transparancy and opening, and comptition and innovation. The traditional culture of Yunnan minority nationality is rather differential from WTO. With China's entrying to WTO, the course of running by law in Yunnan mirolity nationality regions has been facing new challenges and opportunities. The legal culture of WTO has been influenced upon the construction of Yunnan minority nationality regions.
