摘要
内蒙古妇女参政比例逐年上升。其特征是:各级党政部门的女干部配备率有所提高;女干部队伍不断壮大,基层女领导干部的比例及女后备干部人数明显上升,其素质进一步提高。但仍有差距:妇女在管理和决策机构中的人数和作用太小;参政结构不尽合理;地区间发展不平衡。解决的对策:要根据人民代表大会制度的改革和干部选拔使用体制的变化,正确处理法律规定和政策实施的关系、参政比例与能力素质、竞争机制与培养选拔倾斜政策的关系。
The rate of female participation in government affairs is rising year by year in Inner Mongolia. It embodies some characteristics. The rate of female cadres allocation is continually increasing in party and government departments at different levels to some extent. The female cadre troops is growing continualy and important changes of their quality and image take place The rate of basic female leader and female reserve cadres is obvious rising. The situations still have a distance. It shows that there are so few woman and so small role played in the administrative and policy-making body; the structure of female participation in government affairs isn't reasonable to some extent; the development of female participation in government affairs is unbalanced among the regions. The countermeasures is that we must deal with the relations between the limits of laws and the enforcement of policies, the rate of female participation in government affairs and the female quality, the system of competition and the inclined policy of the cadres selection according to the reform of people's congress system and the change of the institution that select and use cadres.
