This paper briefly expounds the developing trends of the library in 21st century and the requirements for the quality of the librarians of the count y (district)-level public library, analyzes the present situation of the qualit y of the librarians of county (district)-level public library, and points out t hat the county (district)-level public library should start from the reality of the library itself and adopt corresponding measures to increase the quality of the librarians.
