国有企业改革与发展的关键之所在 ,就是要尽快理顺国家与企业的关系、政党与企业的关系以及职工与企业的关系 ,这是国有企业建立现代企业制度的根本前提。只有通过构筑企业利益共同体 ,通过借鉴国内外做法建立健全企业法人财产制度以及建立健全企业法人治理结构 ,才能真正理顺上述三者关系 ,国企建立现代企业制度并进而实现扭亏增盈才能真正成为现实。
