管办评分离框架中的区域高校集群创新

管办评分离是高校、政府和社会关系的重塑,主要是针对高等教育权力分配及运行而重新进行的制度设计。在这一框架中,长株潭区域内高校创新面临新的机遇和挑战,尽管目前已经有了一定基础,但还存在一些突出问题,需要在进一步加强和完善自主创新的同时,有效选择合作创新与集群创新,通过创设政策制度环境,引导构筑创新协作平台,着力助推协同创新,以提升高校创新能力。

In this framework, innovations in universities in changsha-zhuzhou-xiangtan region are facing new opportunities and challenges, although they already had certain foundations, there are still some obvious problems, the universities need to further strengthen and improve the independent innovation .At the same time,they need to choose the cooperative innovation and cluster innovation effectively and through the creation of environmental policy system, guided by the construction of innovative collaboration platform, focus on helping the collaborative innovation and enhance the innovation ability of universities.
