制度视角下教育变革的复杂性——基于北京高考新方案的解读

Complexity of Education Institutional Reform: Viewing from a New College Entrance Examination Project of Beijing

北京高考新方案是一次制度更新的起点,其实施过程并不必然符合政策制定者的预期,能否顺利减轻学生英语学业负担、提高语文教育质量和促进教育公平,仍需要进一步的观察。从制度的视角来看,此次方案在外部制度上并未触及应试教育的病灶,而在内部制度上受到路径依赖的深刻影响。因此,北京高考新方案要取得成功,仍需要从制度建设和配套措施上加以保证。

The new college entrance examination project of Beijing is the beginning of one system regeneration and its implementation process does not necessarily meet the policymakers ’ expectation.Whether it can successfully reduce students’ studying burden,improve Chinese education quality and promote education fairness still needs further observation. From the perspective of the new institutionalism, the external system of this project doesn’t touch the of exam-oriented education, whereas its internal system is influenced by path dependence. Therefore, it still needs to strengthen system construction and supporting measures to enable the new college entrance examination project of Beijing to achieve success.
