教育财政支出减贫效应的空间溢出与门槛特征——江西省2001-2010年的面板数据分析

Spatial Spillover and Threshold Characteristics of Poverty Reduction Effect of the Fiscal Expenditure on Education: Analysis on the Panel Data in Jiangxi Province from 2001 to 2010

基于2001-2010年江西省各地级市面板数据,文章首先分析了江西省教育财政支出和贫困发生率现状、收敛性,然后在检验教育财政支出减贫是否存在着空间依赖性的基础上,考察了教育财政支出的减贫弹性,估计了教育财政支出减贫中的空间溢出效应,并进一步探讨了教育财政支出减贫过程中的门槛特征。研究发现:江西省教育财政支出强度和贫困发生率均呈现收敛性特征;教育财政支出强度与贫困发生率的空间依赖性与集聚性明显;教育财政支出和贫困发生率的空间溢出效应显著,教育财政支出的减贫弹性低于财政支农的减贫弹性,教育财政支出减贫效应还未充分发挥出来;教育财政支出减贫过程中存在着明显的门槛特征,其减贫弹性与教育财政支出强度呈同方向变化,但与经济发展水平呈反方向变化。

Based on panel data of Jiangxi Province from 2001 to 2010, this paper first analyzes the status and convergence of the fiscal expenditure on education and the poverty rate. Then it investigate whether there is the spatial dependence in the process of the poverty reduction of fiscal expenditure on education and test the elasticity of poverty reduction of the fiscal expenditure on education,which estimate the spatial spillover effect of fiscal expenditure on education in the process of the poverty reduction. Based on that,it further explore the threshold characteristics of education expenditure.The study shows that in Jiangxi Province, the fiscal expenditure intensity on education and the poverty rate present convergence characteristics.The spatial dependence and agglomeration of the fiscal expenditure intensity on education and the poverty rate were significant.The spatial spillover effect of the fiscal expenditure on education and the poverty rate was significant,the poverty reduction elasticity of the fiscal expenditure on education was lower than that of the financial support for agriculture,which explained the the elasticity of poverty reduction of the fiscal expenditure on education had not been fully played out.The fiscal expenditure on education had obvious characteristics of the threshold in the process of poverty reduction, the poverty reduction elasticity of the fiscal expenditure on education increased with the increase of the intensity of the fiscal expenditure on Education,but it decreased with the raise of level of economic development.
