区域教育治理体系现代化,是区域教育从传统的权力集中、政府导向的管理现状向多主体参与、合作共治的教育治理形态变迁的过程。推动区域教育管理的现代性变革,须在坚持本土性、整体性、渐进性和公共性原则的基础上,明确区域教育治理的三维目标,构建多元协调的主体体系,建立听证式的决策体系,完善问责式的执行体系,创新参与式的监督体系。

Modernization of regional education governance system means regional education transitions from the government of traditional centralized power and government-oriented to the governance of multi subjects 'participation and shared governance. To realize the transition, it's necessary to insist on the local, unity,progressive and public principles. Meanwhile,it is very important to make effort on such five aspects as clearing the 3D objects, strengthening the coordination of multi subjects, establishing the hearing decision system,improving the accountability executive system, and innovating the participatory supervision system.
