摘要
失业率的迅速攀升为社会经济的发展敲响了警钟,是什么原因导致了目前日益严峻的失业形势?本文认为,中国庞大的人口基数和纵深发展的经济体制改革带来的城乡失业大军是失业人口猛增的主要原因,而中国劳动力市场不完善,相应的保障制度不健全又是加重这一形势的另一重要原因。本文就失业形势的成因进行分析:经济增长和就业岗位的增多两者不可偏废,政府在解决就业问题上负有不可推卸的责任,在解决就业问题时,应该同时利用政府和市场这两种手段,通过政府的政策导向促进就业岗位的增多和完善一些相关的体制措施;通过完善劳动力市场,利用"无形的手"使劳动力的供需达到平衡,从而引导劳动力达到最大限度的就业。
The development of social economy has sounded the alarm as a result of rapid increase of unemployment rate.What has brought about this increasingly serious unemployment result?The authors think that the increase of the unemployed is mainly caused by the large population in China,the restructuring of economic system,the imperfection of labor force market and our insuring mechanism.The paper analyzes the cause of the unemployment condilions.The conclusion shows that we can't neglect the sigmificanee of increasing economy and any employment opportunity.Our government has the responsibility for solving employment problems.Meanwhile we should increase employment posts under the policy and perfect some countermeasures by means of market and government adjustments.By perfecting labor force market,the supply and demand of labor force should be balanced,so that we may get the max rate of the employment.
